ABSTRACT
The theoretical idea of transparency, ethical, and accountability have been identified by the UN countries, collectively and individually, as part of the founding principles of public administration. Fundamentally, these principles need to be espoused and seen to be practiced by the leadership within the UN System and in all member countries, including the Philippines.
Correspondingly, this should also be embraced in our educational system. Public schools, as part of the DepEd organization, has the regulations that teachers and principals are accountable for the proper discharge of their functions, highlighting the importance of accountability for performance. Our constitutional provision on public service as public trust stated in RA 6713 “Nurturing Transparent, Ethical and Accountable Governance” is also anchored on the theories of ethical leadership, democratic leadership and leadership for learning. This study utilized the descriptive research method. This research design provides a relatively complete picture of what is occurring at a given time. It allows the development of questions for further study. The descriptive method is far more essential due to its flexibility; this method can either use qualitative or quantitative data or both, giving the researcher greater options in selecting the instruments for data gathering. This study used survey questionnaire to assess the transparent, ethical, and accountable governance of school administrators and teachers’ efficiency in public schools in the District of Sto. Tomas South. The respondents of the study composed of three groups namely 1 public school district supervisor, 14 school administrators and 40 teachers in the district Sto. Tomas South, Batangas. The study utilized the following statistical tools in the treatment of data: Percentage. It is a descriptive measure to show the relationship of two or more magnitudes. Weighted Mean (WM). It is to measure the respondents’ assessment. This was done by multiplying each value in the group by the appropriate weight factor and the product was summed up and divided by the total number of respondents. The following are the salient findings of the study: 1. On the assessment as to the implementation of transparent, ethical and accountable governance of public school administrators. The three groups of respondents assessed the transparent, ethical and accountable governance of public school administrators as Implemented in terms of transparent with mean value of 3.98 as rank 1 while both ethical and accountable governance with mean values of 3.88 as rank 2.5 and obtained an overall weighted mean of 3.91. 2. On the level of teachers’ efficiency as assessed by district supervisors, school administrators, and teachers in terms of lesson preparation, time management, student learning, and pedagogical approaches. The assessment of teachers’ efficiency was rated as Efficient as to classroom management with composite weighted mean of 3.96 as rank 1; pedagogical approaches with composite weighted mean of 3.94 as rank 2; student learning with composite weighted mean of 3.83 as rank 3; time management with composite weighted mean of 3.82 as rank 4; and lesson preparation with composite weighted mean of 3.81 as rank 5 and with overall weighted mean of 3.87. 3. Based from the findings of the study, a Proposed Sustainable Development Plan is hereby proposed and crafted focusing on the Transparent, Ethical, and Accountable governance of school administrators, Teachers’ Efficiency, Lesson Preparation, Time Management, Student Learning, Pedagogical Approaches and classroom Management.
Based from the findings, the transparent, ethical, and accountable governance are implemented by school administrators in the District of Sto. Tomas South, the teachers are rated Efficient in the delivery of instruction, the Proposed Sustainable Development Plan is hereby suggested to improve the TEA governance of school administrators.
