ABSTRACT
Resources and their utilization demand quality time and attention from school principals to ensure the optimum achievement of target goals. This study aimed to determine the extent of human, physical and fiscal resources management of principals and the performance of public secondary schools as well as the relationship between the variables. Descriptive, correlational and comparative research methods were utilized in this study. It employed a three-part research instrument and an analysis of school records. Findings showed that human, physical and fiscal resources were managed to a high extent except for canteen funds which was managed to a moderate extent only. Schools’ level of performance was marginal for enrolment rate, better for dropout rate, excellent for retention rate, and very satisfactory for completion rate. Indicators of the extent of human resources management were related to the indicators of performance except for retention rate. Physical resources management as to school equipment was related to the performance considering all indicators; school furniture was related to retention and completion rates, but not to enrolment and dropout rates; school facilities were related to dropout, retention and completion rates, but not for enrolment rate. The extent of fiscal resources management as to MOOE, SEF and canteen funds were related to the indicators of performance except for enrolment rate. A significant difference was found in all indicators of the extent of human and fiscal resources management while no significant difference was found on extent of physical resources management. The principals of public secondary schools in Schools Division of Calapan City are effective resource managers.
