ABSTRACT

Project ETO WAGI aimed to empower teachers with skill in crafting instructional materials focusing on students’ least mastered skills; to capacitate teachers to write instructional materials to enrich student learning; and to increase students’ achievement in English. This paper answered the following questions: (1) What are the needs of the teachers and students in achieving teaching-learning goals; (2) How are those needs addressed in the study? (3) What indicators measure the success of the project used to address the needs? and (4) How do teachers react on the overall implementation of the project? The quantitative and qualitative methods were used to determine the impact of Project ETO WAGI. Both were used to determine the needs of the teachers and the learners, and to address the needs in achieving successful teaching-learning goals, to recognize the indicators that would measure the success of the project, and to examine the reflections of teachers on the overall implementation of the project. The results showed that English teachers crafted instructional material per grade level and utilized them in their classes. Moreover, the students achieved at least 10% increased MPS after getting the average of the first and second periodic tests in English 7 to 10. The results support the notion that (1) Teachers’ level of capability increases while students’ number of least mastered skills decreases; (2) Project ETO WAGI addresses the needs of teachers and students in achieving teaching-learning goals; (3) Project ETO WAGI empowers teachers in developing their own instructional materials suited to the needs of their students.
