ABSTRACT
The main thrust of the study was to determine the level of implementation of Republic Act 9262 as initiated by the concerned government agencies in Santa Rosa City, Laguna as assessed by Barangay Officials, PNP-WCPD, LGU-CSWDO, and Victims/Survivors in terms of handling of Violence Against Women and Children (VAWC) cases and assistance and services. The study also attempted to measure the extent of challenges encountered by the concerned government agencies in the implementation of R.A.9262 in terms of budget/resources, personnel knowledge and training, cooperation/interest from the victims/relatives, and livelihood projects and programs. Respondents of the study was restricted only to Barangay Officials, PNP-WCPD, and CSWDO-LGU of Santa Rosa City because there were various government entities in duty of enforcing the law (R.A. 9262) to eliminate violence against women and children. Respondents were also represented by victims/survivors of VAWC cases in order to establish a balance of information and minimize bias.
Likewise, this study used the descriptive correlational method with a quantitative design and the data were statistically treated using weighted mean, Likert-scale, Analysis of Variance, and Pearson Product-Moment Correlation Coefficient to measure the relationship between variables. The overall findings of the study revealed that the level of implementation of R.A. 9262 as initiated by concerned government agencies in Santa Rosa City, Laguna as assessed by Barangay Officials, PNP-WCPD, LGU-CSWDO, and victims/survivors in terms of handling of Violence against Women and Children (VAWC) Cases and assistance and services were highly implemented. There was significant difference in the assessments of the four (4) groups of respondents in this matter. However, findings also revealed that challenges were partially encountered in the implementation of R.A.9262 by the concerned government as to budget/resources, personnel knowledge and training, cooperation/interest from the victims/relatives, and livelihood projects and programs. There was a significant relationship between the level of R.A.9262 implementation and the level of challenges encountered in the aspects of budget/resources, personnel knowledge and training, and cooperation/interest from the victim/relative. An action plan for the concerned government agencies of Sta. Rosa, Laguna with a goal to strengthen implementation of R.A.9262 and overcome challenges was proposed.
