ABSTRACT
Considering the limitations of health care service delivery in the country especially in Quezon Province including, geographic access barriers; financial barriers; acceptability barriers; and unavailability of healthcare facilities, basic amenities, equipment, essential medicines and most importantly shortage in medical specialists, the possibility to deliver medical services at a distance is an attractive idea and the concept of utilizing telemedicine has been propagated for a long time. The researcher prompted to delve into a real-time, comprehensive and interactive model of a telemedicine system both web-based and mobile-based with the integration of geo-tagging and analytics that will optimize healthcare service delivery on appointment scheduling, consultation, diagnosis and prescription, and data management for patients and specialty doctors in the Province of Quezon. The telemedicine system was named “E-Konsulta”, it is programmed using PHP as a server-side programming language and MySQL was selected as a backend database. For the client-side, HTML, CSS, and JavaScript were used to ensure user details are captured correctly. The proposed telemedicine system played a major contribution in the field of health care service delivery and all the requirements are sustained to satisfy the needs of the end users. It is also concluded how the contribution of technology to healthcare and healthcare service delivery shapes user’s identities, experiences, expectations and capabilities. Thus, introducing an occasion of structuring which offers possibilities for clinicians and patients to start to interacting differently, potentially making the consultation more efficient, effective and patient-centered.
