BLUE REVOLUTION: ITS ORIGIN, SPREAD, IMPACT, AND DECLINE IN MISAMIS ORIENTAL

ABSTRACT

Blue Revolution has brought a remarkable emergence of aquaculture in Misamis Oriental with the breakthrough of the life cycle of Tiger Prawn (Penaeus Monodon) leading to the hatchery development and improvement in pond production in Naawan in the 1970s. This has brought positive economic impact to the local community and to the whole Misamis Oriental as well.

The study employs the descriptive-narrative method to answer the following questions: how did the blue revolution started in Misamis Oriental?, how did the tiger prawn culture spread from Naawan into the different places in Mindanao?, how did the technology introduced by MSU at Naawan benefits the nearby municipalities and provinces?, what is the economic, social, and ecological impact of tiger prawn industry to the community?, and what are the factors that contributed to the decline of tiger prawn culture?

The interview was conducted in eight (8) municipalities of Misamis Oriental where hatchery and fishpond production of tiger prawn developed by MSU at Naawan were adopted. Based on the findings, the main reason of the decline of tiger prawn production was the outbreak of diseases, but there are some issues to consider such as lack of stock diversification, absence of technology to increase genetic diversity, too much competition among the producers, lack of public-private and no value adding services. As a result, several municipalities in Misamis Oriental are using extensive system in producing tiger prawn. The government and other institutions like MSU at Naawan would always play a crucial role in taking the lead in adapting new technologies for a sustainable production.
